Why BHPH Dealers Should Report to Credit Bureaus
Reporting your customers' payment history to the credit bureaus benefits both your dealership and your customers. For your customers, on-time payments build credit history that opens doors to better financing in the future. For your dealership, bureau reporting reduces default rates (customers who know you report are more likely to pay on time), attracts better-quality buyers, and differentiates your lot from competitors who don't report.
The process takes 1–3 months from start to first live submission, and requires passing a physical inspection of your business premises. Here is the complete process.
Step 1 — Sign Up with NIADA
Before applying to credit bureaus, BHPH dealers should be members of NIADA (National Independent Automobile Dealers Association). Bureau credentialing analysts look favorably on NIADA membership as it demonstrates your commitment to industry standards.

- Some bureaus specifically ask about trade association memberships during the credentialing process
- NIADA also offers a BHPH certification program that strengthens your application
- Your state may have a local NIADA affiliate — membership in both strengthens your application
NIADA membership is not strictly required by all bureaus, but it significantly strengthens your data furnisher application. It signals to the bureau that your dealership operates to industry standards.
Step 2 — Verify Your BHPH Operation Qualifies
Before applying, confirm your BHPH dealership meets the minimum requirements. Most credit bureaus require a minimum number of active accounts to qualify as a data furnisher.
- Minimum account threshold: typically 100–200 active accounts (varies by bureau)
- Your business must be a legal entity (LLC, Corp, or Sole Proprietor with EIN)
- You must have a physical business location — home-based operations may face additional scrutiny
- You must be able to pass a physical inspection of your business premises
- BHPH dealers reporting installment loans use Portfolio Type "I" (Installment) in Metro 2®
Step 3 — Choose Your Metro 2® Software & Data Processor
As a BHPH dealer, you need Metro 2® compliant software to generate the required file format. You also need to decide whether to process data yourself or outsource to a data processor like Hutchins Systems.

Step 4 — Apply as a Data Furnisher with the Credit Bureaus
Contact each credit bureau to apply as a data furnisher. You can start with one bureau and add others later. Most BHPH dealers start with Equifax or TransUnion.
When calling, specifically mention you are a Buy Here Pay Here dealer reporting consumer auto loan accounts. This helps the bureau route you to the correct credentialing team.
Check your spam folder — bureau communications frequently land there. Timely responses to bureau questions speed up the approval process significantly.
Step 5 — Complete the Data Furnisher Agreement
The service agreement is the most error-prone step. A single inconsistency between your application and your public business information can delay approval by 4–6 weeks.

- Physical address must match your Google Business listing and state DMV records

Before submitting, Google your dealership name and address. If the information doesn't exactly match what Google shows, fix it first — the bureau will check public records.
Step 6 — Prepare for Physical Inspection
The bureau will schedule a physical inspection of your dealership. This is standard for all data furnishers and is nothing to worry about if you're prepared.

- If your building has a directory, ensure your dealership is listed
- All customer files stored in locked cabinets or a secure file room

BHPH dealers: ensure your customer loan files are stored separately from vehicle inventory records. The inspector will specifically check that consumer financial data is secured.
Step 7 — Submit Your First Metro 2® Data File
Once approved, you must submit your first Metro 2® format data file within 30–60 days. This is your most critical submission — format errors here can delay your go-live by months.
- Export your customer account data from your DMS (Frazer, AutoManager, etc.)
- Convert to Metro 2® format using your chosen software or Hutchins Systems' processing service
- All data must comply with the Fair Credit Reporting Act (FCRA) and Fair Credit Billing Act (FCBA)
- BHPH-specific: use Account Type "00" (Auto) and Portfolio Type "I" (Installment)
- 2026 Update: bureaus now auto-reject files with structural Metro 2® errors before human review

Step 8 — Authorize Data Load & Sign Up for e-OSCAR
After your first successful submission, authorize the bureau to load your data into production. Then sign up for e-OSCAR — the dispute management system required by the FCRA.
- Follow the authorization email instructions from the bureau — one-time step only
- Sign up for e-OSCAR at e-oscar-web.net — registration fee is $90
- e-OSCAR enables you to receive and respond to consumer credit dispute notifications
- FCRA requires you to respond to disputes within 30 days — failure is a compliance violation
Set up e-OSCAR email alerts immediately. Consumer disputes must be responded to within 30 days under the FCRA. Missing this deadline exposes your dealership to significant legal liability.
