Before applying to report consumer accounts to the credit bureaus, use this checklist to verify your organization meets all eligibility requirements. Each bureau has slightly different thresholds โ€” this guide covers all four national bureaus.

Meeting these requirements does not guarantee bureau approval. Each bureau makes its own credentialing decision based on a full review of your application, physical inspection, and data quality assessment.

Eligibility Requirements

Does your business extend credit to consumers?

Only businesses that extend credit โ€” meaning customers pay over time rather than all upfront โ€” are eligible to report to the credit bureaus. If you collect full payment upfront, you are not a data furnisher.

Eligible: Lenders, auto dealers (BHPH), property managers, student loan servicers, credit card issuers, mortgage companies, debt collectors.

Not eligible: Businesses that require full payment at time of service.

Do you have enough active accounts?

Each bureau has a minimum account threshold. You must meet the minimum for at least one bureau to qualify.

Minimum accounts: 50 (NIADA/NABD members) or 100 (non-members). BHPH dealers with NIADA membership qualify at the lower threshold.
๐ŸŸฅExperian
Minimum accounts: 100. Applies to all data furnisher types.

Minimum accounts: 100. Required for first month only; may vary by agreement.

You do not need to report to all four bureaus at once. Many organizations start with one or two bureaus and add the others as their account volume grows.

Business Requirements

All four bureaus require the following before approving a data furnisher application:

Physical Location

Your business must have a permanent physical location with non-removable signage. Home-based operations and virtual offices typically do not qualify. The bureau will verify:

  • Permanent signage on a door, exterior wall, or window
  • Building directory listing (if applicable)
  • Physical address matches your legal business registration

Secure Consumer Data Storage

Bureau inspectors verify that consumer data is physically secured. Requirements include:

  • Consumer files stored in locked cabinets or a locked room
  • Computers password-protected with automatic screen lock
  • A crosscut or micro-cut shredder for document disposal (strip-cut shredders are not sufficient)
  • Written data security policy (recommended)

Legal Business Entity

Your business must be a registered legal entity with a valid EIN (Employer Identification Number). Acceptable structures include LLC, Corporation, Partnership, and Sole Proprietor with EIN.

Technical Requirements

Metro 2ยฎ Software

You must have Metro 2ยฎ compliant software to generate the required file format. Options include:

  • Credit Time 2000ยฉ โ€” Desktop software for Windows. Best for organizations under 5,000 accounts/month.
  • e-CreditTime โ€” Cloud-based. Works on any device. Starting at $49/month.
  • MORFi Web โ€” Advanced cloud platform for 100 to 1,000,000 accounts/month. Starting at $49/month.
  • MORFi API โ€” REST API for software vendors and SaaS platforms. Contact sales for pricing.
  • Stack Processing Service โ€” Hutchins Systems handles everything. Starting at $110/month.

Data Export Capability

You must be able to export your consumer account data in a format that can be converted to Metro 2ยฎ. Most loan management systems, dealer management systems (DMS), and property management software support CSV or Excel export.

e-OSCAR Registration

Once approved as a data furnisher, you are required to register with e-OSCAR โ€” the online dispute management system used by all four bureaus. e-OSCAR registration costs $90 and is required by the FCRA.

Pre-Application Checklist

Use this checklist before submitting your data furnisher application:
